Reading the Vemont State Map.

Looking at the State map you will see the thick green line for the Interstate Highway, the Red line for State Highways and the thin black lines for town and secondary Highways. The Solid Black Lines are Paved and the broken lines are dirt. You will also see a thin Green Line. These are State or National Forest Roads. They are mostly dirt with some having a paved section like the Texas Falls Road to the falls area. Hope this helps a little.
